Commissioner Owens is a former Leadership Development Consultant and was responsible for assisting various governance teams throughout the State of Florida in the areas of ethics, leadership, finance, and strategic planning.  She is the past Vice-President of a family business, Bob Owens Painting, Inc.

Commissioner Owens married Bob Owens in 1989 and, shortly thereafter, the couple chose to make Okeechobee their home. She has received noted awards, and serves on the following Boards and Committees:
